In reply to Your Excellency's letter of the 9th
instant, I have the honour to inform you that I am prepared to
authorise the payment of the cost of the maintenance of the wives
and families of prisoners of war out of Colonial funds, pending
reference to the Secretary of State for the Colonies as to whether
the Colonial or the Imperial Government shall pay this and other
charges connected with the war.
I shall be obliged, therefore, if debit notes for
the expenditure incurred may be sent monthly to the Colonial
Secretary.
In order to enable me to address the Secretary of
State on the question of whether any of the prisoners should be
made liable for the maintenance of their families I shall be
obliged if you will inform me under what circumstances each family
was interned 1.0. whether on the ground of lack of means of
subsistence outside the Colony, or otherwise.
I have the honour to be,
His Excellency
Sir,
Your Excellency's most
obedient servant,
Sd.
P. H. MAY
Governor, &c.
Major-General P. R. Kelly, C.B.,
Commanding the Troops in South China.
